kulturen släpar efter..... i synnerhet barnens kultur

Kommittén Aktionsgruppen för barnkultur har kartlagt tillståndet för den offentligt finansierade kulturen för barn upp till 18 år.

Kartläggningen visar att de kulturpolitiska målen inte uppnås och att det inte finns någon tydlig strategi för hur de nationella målen ska uppnås eller följas upp. Det saknas en tydlig samordning mellan uppdrag som gäller barns eget skapande och medel att fördela till verksamhet som bedrivs regionalt och lokalt. Detta har bidragit till att barnkulturen i dag är underdimensionerad och ojämlikt fördelad.

Barnkonventionen, läroplaner och kulturpolitiska mål säger att alla barn har rätt att utvecklas till sin fulla potential och att kulturen och skapandet är en viktig väg för att nå dit.

• Barnkonventionen återspeglas inte myndigheternas mål eller uppföljning. Skolverket följer inte upp kulturinnehållet i läroplanen.
  
• Statens kulturråd ska värna om barn rätt till eget skapande men har varken medel att fördela eller möjlighet att följa upp resultaten. Ungdomsstyrelsen har 200 mkr/år att fördela till ungdomsföreningar men inget kulturuppdrag.
  
  
• Förskolan och skolan står för 46 procent av besökarna på museernas visningar. Endast 6 procent av museernas personal arbetar med barn och ungdomsfrågor. De statliga museerna har lägst andel pedagogisk personal: 18 av 1207 årsverken på 24 museer.
  
• Barnböcker står för 43 procent av utlåningen på folkbiblioteken. I Sorsele har en barnbibliotekarie ca 600 barn att arbeta med och i Nyköping drygt 11 000. I tolv kommuner saknas en barnbibliotekarie.

–Idag är kulturen inte en del i barnens vardag. Det handlar snarare om tillfälliga upplevelser som till stor del är beroende av var man bor, säger Lotta Brilioth Biörnstad, utredare för aktionsgruppen.
